County Hunters do not count counties the same way as either the National Association of counties or the United States Census Bureau. It is interesting to note that in New England most jurisdiction ignore counties and use Municiaple Civil Divisions. Counties are an artifact of History. This has gotten to the extreeme that counties have been abolished in MA and CT. In Alaska the county hunters use the four Judicial Districts. This actually has some logic to it as not all of the state of Alaska is divided into what they call Buroughs. In fact if you go the the Census Bureau web site you will notice data for the unorganized areas of the state for just this reason.
The strangest of the rules is how they treat some of the cities. Baltimore City is treated like a county. Carson City, NV is not. There is some logic to that I'm sure - but I don't know what it is. The biggest group of cites is in the state of Virginia. County Hunters have a system of counties cities for neighboring counties. There is not a one to one match of cities to counties. A QSO with someone in a city can only be counted for one county. A second QSO with the same person, or even another person cannot be counted for a second county on the list. With that said the table below lists which county each of the cities on the county hunters list can be counted for.

This is the last as it is taken form the small green booklet put out by CQ Magazine. One change has been made. The city of South Boston has been deleted as it has merged back into Halifax County in June of 1995. I have been unable to fine Fort Monroe listed anywhere as one of the Virginia Cites, so perhaps something similar happened to it many years ago.
